Sera
The problem-solver on the Valdris rebuild, and one of the two people who carry the new government.
Who she is
Scaled, "her scaled skin catching the morning light like polished jade" (ch. 91). She runs a crew of her own in Valdris, and is first mentioned before she appears, in an instruction:
MRC: Stack them by the east wall. Sera's crew will mortar them in place this afternoon.
What she is for
Nilah names her in the same breath as Marcus when explaining what strength is:
NLH: Sera is strong because she can solve problems that stump everyone else. (ch. 91)
Blook's description of her at the ceremony is the same quality seen from outside: "carrying the same calm precision she had once wielded in war councils" (ch. 100). So she was in the war before she was on the rebuild.
In the Council
She is present at the founding of the Order and speaks the line that opens it to everybody who comes later:
SRA: You're the first recipient, of course. But there will be others. (ch. 99)
At the ceremony she speaks about the museum "not as a vault" (ch. 100).
She becomes a Knight
Ch. 104, one generation later, has a girl spit apple juice on a fountain in Bloom Valley. The chapter names whose statue it is:
stone feet that belong to yet another long-dead Knight - Sera, this time, her marble face serene with the kind of peace that only comes from never having to worry about where your next meal might come from.
Acts 4 and 5 do not show her being knighted, and Illia's four portraits do not include her. So the title comes to her afterwards, and she is dead by Act 6.

- What she did in the war, and which war council.
- What kind of monster she is. Scales are all the saga gives.
